The disbursement of government credit program in most countries, especially in Nigeria, is usually done directly to the perceived needy in the society. This pattern of disbursement often fail to achieve the desire result of poverty alleviation and economic development. This is because the motive is often politicized either by the government or the recipients. In most cases government officials often use it as a means of compensating political loyalist, who were given preferences in allocation. Consequently the recipient also treated and utilise fund as perceived. The model postulates funding program channel through microfinance banks, utilizing their regulatory provision of “loan disbursement services for the delivery of credit programme of government for poverty alleviation on non-recourse basis”.
